Standing Opinions

This is a compilation of the action clauses of the resolutions of student opinion that have passed both the Student Senate and Board of Directors. The broad categories below include the Standing Committees of the Student Senate, and the general category of the ASUW. Action clauses will not necessarily be incorporated into the committee category that the resolution originates from, as its primary implications may be for another area, or it may bypass committee altogether. A resolutionās action clauses may also be listed in multiple categories if their implications affect multiple areas. New resolutions of student opinion are the only way to reverse the stands herein. Any member of the ASUW may submit a resolution to the Student Senate.

ASSOCIATED STUDENTS OF THE UNIVERSITY OF WASHINGTON

BOD and Senate Relations
It is the opinion of the ASUW that the Student Senate should have veto power over the Board of Directors. It should require a two-thirds vote of the Student Senate to veto certain decisions made by the Board of Directors. A ballot measure should be placed on the ballot for the general elections in the seventh week of Spring Quarter, 2001, proposing an amendment to the ASUW Constitution to give the Student Senate such veto power. If the Constitution Review Task force or any other group proposes a more agreeable and encompassing restructuring of the ASUW that gives the Student Senate more responsibility, the Student Senate will consider such a bill for adoption, provided the timeframe of such a proposal is also agreeable to the Senate. It is not the intent of this bill to give the senate veto power over matters directly related to budgeting or personnel matters, including volunteer positions. The ASUW supports that a liaison be appointed from the Senate to attend the BOD meetings. This liaison may not be a member of the Senate Steering Committee, the BOD, or the Executive Board of the GPSS. This liaison should take notes of interest to the Senate. These original notes should be available for anyone to obtain copies after 24 hours from the end of the BOD meetings. The BOD should be allowed to make comments on these notes on a separate amended copy. (R-7-22 passed the Senate during the 7th Session)
Student Senate
The ASUW Student Senate changes its meeting location to the HUB as soon as HUB scheduling allows. (R-7-2 passed the Senate during the 7th Session)
Senate Representation on University Bodies and Committees
The ASUW supports allocating one of the ASUW volunteer positions on the Services and Activities Fee Committee to the ASUW Student Senate. (Via the Campus Life Committee, R-10-2 passed the Senate during the 10th Session on 10/28/03 and was approved by the BOD on 11/6/03)

The ASUW supports the presence of student observers at unionization negotiations. The ASUW supports such representation to be chosen by vote in the ASUW student senate. (Via the Faculty and Administration Affairs Committee, R-8-12 passed the Senate during the 8th Session)
Services and Activities Fee Committee
The ASUW supports SAF money going to alternative media outlets. (Via the Campus Life Committee, R-9-49 passed the Senate during the 10th Session on 05/27/03)
The ASUW supports allocating one of the ASUW volunteer positions on the Services and Activities Fee Committee to the ASUW Student Senate. (Via the Campus Life Committee, R-10-2 passed the Senate during the 10th Session on 10/28/03 and was approved by the BOD on 11/6/03)
Student Tech Fee Committee
The ASUW commends the University's efforts to date in expanding wireless internet throughout campus and supports the allocation of funds by the Student Technology Fee Committee for the purpose of installing wireless internet in the Husky Union Building and the South Campus Center. (Via the Campus Life Committee, R-10-9 passed the Senate during the 10th Session on 1/27/04 and was approved by the BOD on 1/29/04)
The ASUW supports allocating one of the ASUW volunteer positions on the Student Technology Fee Committee to the ASUW Student Senate. (Via the Campus Life Committee, R-10-2 passed the Senate during the 10th Session on 10/28/03 and was approved by the BOD on 11/6/03)
The ASUW supports that the Student Technology Fee be set at 40 dollars per academic quarter for the period starting Autumn Quarter 2003 and ending Spring Quarter 2004. (R-9-12 passed the Senate during the 9th Session on 12/04/03)
The ASUW supports that the Student Technology Fee be set at 37 dollars per academic quarter for the period starting Autumn Quarter 2002 and ending Spring Quarter 2003. (R-8-18 passed the Senate during the 8th Session)
The Student Technology Fee is lowered to a level of 35 dollars per academic quarter (except the Summer Quarter) for the period starting Spring Quarter 2001 and ending Winter Quarter 2002. (R-7-8 passed the Senate during the 7th Session)
The ASUW supports that an ASUW student-run WEB radio station be part of the ASUW Service and Activity Fee request. (R-7-25 passed the Senate during the 7th Session)
RainyDawg Radio
The Associated Students of the University of Washington strongly supports the establishment of an ASUW WEB radio station. (R-7-24 passed the Senate during the 7th Session)
The ASUW supports that an ASUW student-run WEB radio station be given priority for ASUW office space. (R-7-25 passed the Senate during the 7th Session)
The Associated Students of the University of Washington continue to strongly support the establishment of an ASUW radio station. (R-7-13 passed the Senate during the 7th Session)
ASUW Committees and Task Forces
The ASUW supports the creation of an ASUW student Television Task Force. (Via the Campus Life Committee, R-9-45 passed the Senate during the 9th Session on 04/29/03)
The ASUW supports the creation a standing committee of five members selected through the ASUW, under the supervision of the ASUW Vice President to review the investment and business decisions of the University of Washington, specifically by:
a. Obtaining from the administration information pertaining to investment and contracts with outside corporations and organizations
b. Conducting and reviewing research as to the activities of such corporations and organizations, specifically their involvement in human rights violations as proclaimed in the UDHR and other relevant treaties in international law
This corporate responsibility committee shall publish reports of its findings to be placed on a suitable permanent record for general public usage. (Via the Projects Committee, R-9-16 passed the Senate during the 9th Session on 03/04/03)
ASUW Accountability
The ASUW supports that on a quarterly basis the Board of Directors shall present themselves to Senate for reports and Q&A, the format of which will be determined by Steering. Copies of the required reports be provided to the Senate Officers who may distribute them to the Senate at large at a request of a Senator, and. Beginning with the 2003 - 2004 school year, Board members should make quarterly reports, in the manner prescribed, to the Senate at a time to be established by the Senate Steering Committee in consultation with the Board, but this shall not be construed to include the SAO Representative, Administration Representative, or GPSS Liaison. The ASUW supports that the Senate Officers should receive a monthly stipend for their efforts, at a rate of $7.50 per hour, with 10 hours per week for the Chair and 7 hours for the remaining three officers for a total of $2325.00 per quarter ($6975.00 per year), and that necessary accountability including officer hours, more specific responsibilities, a clear process for removal and suspension of pay, and a process to handle personnel grievances shall be implemented with the aforementioned pay. ASUW Elections
The ASUW supports that elections for ASUW President, Vice-President and members of the Board of Directors shall be conducted using an IRV system. (Via the Academic Affairs Committee, R-9-41 passed the Senate during the 9th Session on 04/01/03)
Disabled Student Committee
The ASUW urges the Disabled Student Committee to work with the Administration to develop courses in American Sign Language. The ASUW encourages the Disabled Student Committee report to the Senate Committee on Faculty / Administrative Issues quarterly on the progress of forming ASL courses on campus. Peer Mentoring
The ASUW should pursue a peer-mentoring program jointly with the Office of Undergraduate Education and other academic Units at the University of Washington. The ASUW should make use of all necessary resources to see to the creation of a jointly run peer mentoring program for the 2001-2002 academic year, and beyond. CAMPUS LIFE

Registered Student Organizations
The ASUW supports that fundraising through food sales should remain an option for all RSOs compliant with current safety regulations specified in the Washington Administrative Code 478-136. (R-9-47 passed the Senate during the 9th Session on 05/13/03)
The ASUW supports the Resource Center for Student Organizations in its efforts to gain additional facility space in the Husky Union Building for student organizations to utilize. The ASUW requests that additional facility space be assigned by Student Activities and Union Facilities to the Resource Center, in the Husky Union Building, as to complement the existing Resource Center space and accommodate growth. First Nations
The ASUW supports the efforts of first nations to bring the powwow to this campus and the effort to bring the powwow to the Bank of America pavilion. The powwow will provide the ASUW with the opportunity to support diversity on campus. (R-7-19 passed the Senate during the 7th Session)
WashPIRG
Despite its shortcomings for WashPIRG, the ASUW continues to support the existence of the current donation system on STAR and MyUW, and the opportunities for student groups to use this system. The ASUW supports the creation of the pledge system for the continued funding of WashPIRG, and urges the Vice President of Student Affairs to implement this system as soon as possible. UW Television Programming
The ASUW supports student-run programming on UWTV television stations. (Via the Campus Life Committee, R-9-45 passed the Senate during the 9th Session on 04/29/03)
Gay, Bisexual, Lesbian, and Transgender Students
The ASUW supports that a half staff position be either allocated from the Office of Minority Affairs or created through the Office Student Affairs to work towards the addressing the needs of LGBT students and to work towards the creation of a LGBT resource center. The ASUW continues to support LGBT undergrads and their allies in working with the administration to create a staff position and work to educate the campus community of its necessity. The ASUW supports that the language of the University non-discrimination policy should be changed to include gender expression, gender and gender identity. The ASUW supports changing the policy to read:
The University of Washington, as an institution established and maintained by the people of the State, is committed as a matter of principle to providing equality of opportunity to all members of the University community. In conformance with Federal and State law, the University shall not discriminate against any person because of race, color, creed, religion, national origin, sex, gender, gender expression, gender identity, age, marital status, disability, or status as a disabled or Vietnam era veteran. Discrimination on the basis of sexual orientation is also a violation of this policy. (R-8-24 passed the Senate during the 8th Session)
Privacy
The ASUW supports the Directory Release Consent form on MyUW be revised to inform students of the extent to which their directory information may be used. The ASUW believes that providing Student Directory information to corporate entities without appropriate notification shall be construed as a breach of student privacy. (Via the Senate Steering Committee, R-9-15 passed the Senate during the 9th Session on 01/14/03 and was approved by the BOD on 01/16/03)
IMA
The ASUW supports that the IMA should carry the RainyDawg Radio stream, but until this is feasible the IMA staff should continue to solicit music suggestions from students, faculty, and staff that use its facilities. (Via the Campus Life Committee, R-9-8 passed the Senate on 12/03/03)
Campus Safety
The ASUW support that a formal earthquake or natural disaster policy should be enacted that requires that all of the buildings on campus be checked for structural damages before classes resume. An emergency response policy should be enacted in preparation for any national disaster, terrorist attack, or other extenuating circumstance that compromises the safety of the student body. The ASUW supports that the University provide a phone hotline which students my call to obtain information about school closures. (R-8-23 passed the Senate during the 8th Session)
Housing and Food Services
The ASUW supports that HFS make every effort to procure Kosher and Halal food products from rigorously inspected and recognized sources, especially meat products, which are at the core of Judeo-Islamic legal scrupulousness on this subject. (Via the Projects Committee, R-8-22 passed the Senate during the 8th Session)
UW Football
The ASUW supports that the DawgPack be expanded. (R-7-16 passed the Senate during the 7th Session)
ATMs
The ASUW urges including the largest possible number of financial institutions' ATMs on campus be the university's first priority in the upcoming renegotiation of the university ATM services contract, regardless of financial incentives. ATMs from no less than two financial institutions should be located on campus. (R-7-15 passed the Senate during the 7th Session)
UW Police Department
The ASUW urges the UWPD to increase the level of student input into departmental decision making by increasing the scope of the duties and powers of the Campus Security Advisory Committee (CSAC). The ASUW urges the UWPD to engage in regular diversity training and to conduct regular community forums to address community concerns. The ASUW urges the UWPD to work with the CSAC to develop a policy on weapons acquisition and use this policy to provide a safe campus environment with the lowest level of armament possible as defined by UWPD. ACADEMIC AFFAIRS

Required Courses
The ASUW supports the schedule of courses required for graduation in a department, including those courses required from other departments, be posted stating what quarter those courses will be offered at least three quarters in advance, and that the posting will be posted in that majors department. (Via the Academic Affairs Committee R-9-40, passed the Senate during the 9th Session on 05/27/03)
Course Fees
The ASUW urges all course fees to be used for materials pertaining only to the course for which it was raised. The ASUW condemns attempts by various departments and the administration of the University of Washington to implement course fees for the express purpose of filling budget gaps.
The ASUW is opposed to the implementation of course fees, as well as decisions regarding the allocation of said proceeds, without the input of students. The ASUW supports action taken by students to establish the legal status of these fees and overturn them should they be deemed illegal. Class During Periods of High Risk
The ASUW supports that no grade determining coursework be administered, during periods of high risk to a personās well-being. If an examination is administered during that period, a makeup examination must be offered. Periods of "High risk" will be determinant upon the President of the University of Washington, Vice Presidents of the University of Washington, Chief of Police of the University of Washington, Physical Plant Operations Manager and with consideration to the operational status of the King County Metro System. TA Strike During 2001
The ASUW supports that departments and colleges should make every effort to assign an appropriate numerical grade to all students who are registered to receive such a grade for Spring Quarter 2001. Upon request by any student the administration provide an unbiased written explanation for the credit / no credit situation, while continuing to make every effort to provide a numerical grade. Courses
American Sign Language (ASL)
The ASUW supports urges the University of Washington to offer courses in ASL. (R-8-3 passed the Senate during the 8th Session)
Pacific Islander Studies
The ASUW supports the creation of a Pacific Islander Studies Concentration. The Pacific Islander Studies shall be offered through the American Ethnic Studies Department.
French
The ASUW supports the implementation of a French minor at the University of Washington in the French and Italian Studies Division of the Romance Languages and Literature Department. A committee shall be appointed, consisting of French faculty, students, and administrative staff to review the feasibility of implementing a minor. This committee shall meet before the end of Spring Quarter 2001, and resolve this matter before the end of Fall Quarter, 2001. (R-7-21 passed the Senate during the 7th Session)
Course Evaluations

Overload Policies
Heads of departments, undergraduate advisors, and faculty strongly encourage individual instructors to increase transparency of their overload policies by posting them on the time schedule course listing prior to the end of the registration period. FACULTY AND ADMINISTRATION

Faculty and Staff Salaries
The ASUW supports the following University Compensation Principle:
"The quality of the University depends on the collaborative efforts of all its members. In order for the University of Washington to remain a nationally competitive research university, among the best public universities in the United States, we must have a competitive salary base for all employees (faculty, staff, librarians, and GSAs)." Privacy
The ASUW urges the University of Washington administration to provide notice to all individuals whose education records have been obtained by law enforcement agents pursuant to Section 507 of the USA PATRIOT Act (Disclosure of Educational Records). Lobby Day
The ASUW supports that faculty of the University of Washington make every effort to facilitate student involvement in Lobby Day by excusing students from class except in the case of an exam, lab or other important class related event. In the case of such important class events every effort be made by the faculty of the University of Washington to assist students in involvement with Lobby Day by rescheduling said event. UW Presidential Selection
The ASUW supports that a representative group of students be selected from the ASUW, and by the ASUW, to be invited to serve on a hiring committee with voting powers at all stages of the selection and hiring process of the next President of the University of Washington. (Via the Faculty and Administration Affairs Committee, R-9-4 passed the Senate during the 9th Session on 11/26/02)
The ASUW thanks and commends President McCormick for contributing to the quality of education and working towards building a stronger institution of education at the University of Washington. President McCormick's efforts in working with the President of WSU to advocate for higher education in the state of Washington and to improve diversity at the University of Washington through the Diversity Compact should serve as a standard for the next President of the University of Washington to continue. Unionization
TA Unionization
The ASUW calls on the UW administration and GSEAC/UAW to resolve this issue. The ASUW does not take a side in favor or opposition to either GSEAC/UAW or the Administration in the content of their negotiations. The ASUW continues to support the right of academic student employees to unionize. (Via the Faculty and Administration Affairs Committee, R-8-17 passed the Senate during the 8th Session)

Bookstore Unionization
The ASUW supports the right of UBS workers to organize. The ASUW calls on all people, including the Board of Directors and management of University Bookstore, to not interfere with the organizing drive of the UBS workers, and to recognize the chosen collective bargaining unit of the UBS workers. Husky Logo
The ASUW supports the UW Athletic Department reopening the contract with the Nike Corporation. The UW Athletic Department should directly involve the student body of the UW in the approval or rejection of any proposed redesign of the Husky logo. Energy Fee
The ASUW opposes the energy fee (implemented in 2001), and urges the Board of Regents and the UW Administration to repeal the energy fee immediately and, if possible, to return the money to students who have already paid the fee for Autumn 2001. (R-8-13 passed the Senate during the 8th Session)
Corporate Advertising in Classrooms
The ASUW supports the enforcement of WAC 478-136-030 (3). The ASUW encourages all building administrators to promptly remove any such advertising. (R-8-5 passed the Senate during the 8th Session)
Academic Freedom
The ASUW reaffirms the necessity of academic freedom and unrestricted dialogue for the promotion of science, knowledge, and understanding, holds the tenure system as an effective means to achieving greater academic liberty, and urges the University of Washington administration to stand by members of the UW faculty and the academic community in general in the face of any popular reprisal against them.
The ASUW further urges the UW administration to steadfastly defend free academic discourse as it exists at this university, and opposes increased legal scrutiny or punitive measures against members of the academic community arising due to the content of their speech or writings. The ASUW also urges the University of Washington to support the academic freedom ofstudents to express views contrary to those of instructors and encourages all members of the academic community to continue to freely contribute to academic discourse. The ASUW should pursue a peer-mentoring program jointly with the Office of Undergraduate Education and other academic Units at the University of Washington. The ASUW should make use of all necessary resources to see to the creation of a jointly run peer mentoring program for the 2001-2002 academic year, and beyond. Urban Sustainability Center
The ASUW does implore the Administration of the University of Washington to take under the most serious consideration the URSUS proposal. The ASUW desires the acceptance of the URSUS proposal and the procurement of monies for the creation of the Urban Sustainability Center at the University of Washington. PROJECTS AND POSITION STATEMENTS

University Lease Lid
The ASUW supports Mayor Greg Nickelās proposal for the removal of lease lid restrictions on the University of Washington and the ASUW urges the Seattle City Council to adopt Mayor Nickelās recommendation to remove the lease lid on the University of Washington. (Via the Faculty and Administration Affairs Committee, R-9-33 passed the Senate during the 9th Session on 03/11/03)
Civil Rights and Liberties
The ASUW supports the fundamental, constitutionally-protected civil rights and civil liberties of all members of the University of Washington. The ASUW opposes those measures that infringe upon such civil rights and liberties, or that single out individuals for legal scrutiny or enforcement activity based solely on their country of origin, religion, and ethnicity or immigration status. The ASUW urges all students, staff, and faculty of the University of Washington to respect the civil rights and civil liberties of all members of this community, regardless of citizenship or heritage. The ASUW urges the University of Washington Police Department and all other applicable departments, except when required by law, to refrain from:
a. utilizing race, religion, ethnicity or national origin as a factor in selecting which individuals to subject to investigative activities except when seeking to apprehend a specific suspect whose race, religion, ethnicity or national origin is part of the description of the suspect,
b. participating in a joint search of the property or residence, with any law enforcement agency absent the assurance that simultaneous notice of the execution of a search warrant to such member of the University of Washington,
c. any practice of stopping drivers or pedestrians for the purpose of scrutinizing their identification documents without particularized suspicion of criminal activity, and
The ASUW urges federal authorities not to subject any individual in the custody of the University of Washington Police Department, who may be placed in federal custody, to military detention, secret detention, secret immigration proceedings, or detention without access to counsel. The ASUW urges the University of Washington administration to provide notice to all individuals whose education records have been obtained by law enforcement agents pursuant to Section 507 of the USA PATRIOT Act (Disclosure of Educational Records). Gay, Bisexual, Lesbian, and Transgender People
The ASUW the ASUW recognizes that GLBTQ individuals do not yet possess, in entirety, the same rights and privileges afforded to heterosexual individuals and affirms its support for the full equal rights of GLBTQ people, and indeed, those of all individuals. The ASUW further encourages all members of the University community to strive toward an environment of acceptance of the livelihoods and rights of GLBTQ people, and indeed, those of all individuals and affirms the right of all consenting adults, regardless of sexual orientation, to marry the partners of their choice. the ASUW affirms the fundamental need for legal recognition of all marriages, regardless of the sexual orientation of the partners, in order to extend and preserve the special rights and privileges afforded by such status, supports changes in state law or its interpretation that would help achieve these goals, and opposes changes to the State Constitution which would be in contradiction to these goals. The ASUW recognizes that the current ban unnecessarily excludes gay and bisexual men from donating blood. The ASUW formally disapproves of the FDA's current policy regarding gay and bisexual men. The ASUW formally approves of efforts made by Pride Dawgs that advocate for a change in the current policy that reflects the current knowledge of HIV and AIDS. The ASUW supports the celebration of National Coming Out Day. (R-8-1 passed the Senate during the 8th Session)
Armed Service Members
The ASUW is thankful for the sacrifices that American service members make. The ASUW recognizes the distinction between coming together and supporting our nation's service members from supporting or opposing current military actions. (R-8-10 passed the Senate during the 8th Session)
Anti-Semitism
The ASUW condemns any anti-semitic violence or aggression. (R-11-22 passed the Senate during the 11th Session)
Pacific Islander People
The ASUW supports the establishment of April as Pacific Islander Movement Month. The Pacific Islander Student Commission in conjunction with the Office of Minority Affairs, the Micronesian Islands Club, the Polynesian Student Alliance, the Filipino American Student Association, the Asian Pacific Islander Union, and the Hui Hoaloh Ulana (Hawaii) Club shall work together to plan events annually for Pacific Islander Movement Month. Sexual Education
The ASUW supports comprehensive medically accurate sex education for K-12 students. The ASUW also supports parental notification of the curriculum prior to the commencement of the course. (R-11-6 passed the Senate during the 11th session)
Distribution of Essential Medecines
The ASUW calls upon the University of Washington to seize this opportunity and to adopt licensing strategies consistent with their institutional commitments to the public interest. We beseech the University of Washington to:
a. to adopt licensing language that facilitates access in low and middle income countries to medicines and health technologies originating in University of Washington research, and
b. to measure the success of technology transfer activities by the degree to which they facilitate global access. (R-11-8 passed by the Student Senate)
Equal Opportunity
The ASUW supports the use of race to remedy the effects of racial discrimination that has resulted in inequality between races and supports efforts to provide equal opportunities to all, which entails considering disadvantages different individuals might face. The ASUW further supports the continued education of the University of Washington community about racism in its modern manifestations in an effort to equalize status of all races at the UW and in the United States of America. State Tax Reform
The ASUW supports the introduction of a revenue-neutral Washington State income tax and the corresponding reduction or elimination of the state sales tax and/or the state portion of the property tax. (R-11-29 passed the Senate during the 11th Session)
