A Resolution Opposing the Energy Fee

WHEREAS the Board of Regents, the UW Administration, the ASUW, and GPSS have all committed to the goal of the UW being a place that is financially accessible to a wide range of people, and

WHEREAS most students are already suffering the higher cost of energy in this area due to the increased energy bills that they already have to pay at home, and

WHEREAS the energy fee is $3 per credit and the adverage undergraduate student takes 15 credits per quarter and thus the average undergraduate student is paying an extra $135 per year, and

WHEREAS this amount is a significant added burden for enough graduate students that it begins to jeopardize the common goal of financial accessibility, and

WHEREAS the provision of energy for the day to day operation of classrooms and instruction is clearly a part of the normal day to day operation of the UW, and

WHEREAS UW students already pay an operating fee as part of their normal tuition and this fee goes to pay for normal everyday operation of the UW, including the provision of energy for classrooms and instruction, and

WHEREAS the University's claiming that the provision of energy is a special service requiring a special fee is seen by many as simply a way to exploit a loophole in the law that would otherwise not permit the Regents to raise tuition beyond a certain amount, and this perception does not reflect well on the integrity of this institution, and

WHEREAS ASUW and GPSS have show its opposition to special fees through resolutions in the past.

BE IT RESOLVED BY THE ASSOCIATED STUDENTS OF THE UNIVERSITY OF WASHINGTON:

THAT the ASUW and GPSS oppose the energy fee, and

THAT the ASUW and GPSS urges the Board of Regents and the UW Administration to repeal the energy fee immediately and, if possible, to return the money to students who have already paid the fee for Autumn 2001.
