Senate Accountability Act
BE IT ENACTED BY THE ASSOCIATED STUDENTS OF THE UNIVERSITY OF WASHINGTON STUDENT SENATE: Section 1. Title. This Act shall be referred to as the 'Senate Accountability Act.' Sec. 2. Purpose and Findings. The purpose of this Act is to insure accountability of the Senate in two ways: accountability of officers to the Senate, and; accountability of a current Senate to future Senates. The Senate finds that from year to year, it is difficult to determine prior opinion passed by the Senate, yet the ASUW is still bound to prior resolutions. Further, the Senate finds that this body lacks a procedure to remove officers of the Senate. Finally, the Senate finds that the leadership of the Senate must be accountable to its members in terms of the budget. Sec. 3. Scope. The scope of this Act is limited to amending the ASUW Student Senate Rules. Sec. 4. Effect. This Act will take effect on the first day of Senate during the Winter Quarter of 2002 or when this act has passed the Senate, whichever is later. Sec. 1001. Provisions for the Vice Chair of the Senate. Insert the following as paragraph 14 in section 1 (B) of Rule VI: '14. At the end of each academic quarter, prepare a report, either in written or electronic form, organized by topic, of all resolutions, bills, and acts' Sec. 2001. Provisions for Removal of Officers. Retitle Section 5 of Rule VI as Section 2 and add a new section to Rule VI as follows: 'Section 3. Procedure for removal of officers 'A. An organic act shall be introduced to remove a Senate officer. The date of introduction of the act shall be the first day of the process. 'B. The officer in question shall be notified in writing by the Senate Chair, or in case of the Chair, the Senate Secretary, that he or she may be removed the day the organic act is introduced. 'C. The organic act shall be considered a privileged motion and may be brought to the floor at the next regularly scheduled Senate meeting following seven full days after the introduction of the act.' Sec. 3001. Senate Budget. Insert the following as a new rule: 'Rule VIII: SENATE BUDGET 'Section 1. The Senate budget shall be allocated in accordance to the ASUW Constitution and Bylaws, and directives of the Board of Directors and the Finance and Budget Committee. 'Section 2. Any item that does not involve routine photocopying or printing, using the authorized budget code, unless otherwise appropriated for by the Board of Directors or the Finance and Budget Committee, must be approved by the Senate. 'Section 3. The ASUW Board of Directors, or appropriate designee, shall have power to designate the appropriate Senate officer(s) who may print or make photocopies on the Senate budget. 'Section 4. All expenditures of the Senate budget shall be read into the Senate minutes by the Chair at least once quarterly.' History of Legislation 2/5/2003: Legislation transfered from old database. |
